BIO: SCOTT SAVEDOW

Founder & Principal Instructor

Scott Savedow has spent more than 20 years as a Federal Law Enforcement Officer and more than 10 years as a Certified Law Enforcement Instructor.  He is a recognized expert in the fields of HUD Low Income Housing Programs and Public Assistance Fraud.

Mr. Savedow began working as a Special Agent with the U.S. Department of Housing & Urban Development, Office of Inspector General in 2003.  He very quickly took on the challenge of making low income communities safer and combatting fraud within government housing programs.  His first significant undertaking was to conduct a data matching project with one of the country’s largest Public Housing Authorities (PHA).  This endeavor resulted in more than 700 terminations from the Housing Choice Voucher program for tenants who had engaged in significant criminal activity while residing in subsidized units.  It also revealed more than 25 program participants with outstanding criminal arrest warrants.

Mr. Savedow then began working as a go between with PHAs, Housing Program Providers, and Law Enforcement Agencies.  These efforts culminated in Scott Savedow and Michael Leatherman developing the South Florida Subsidized Housing Fraud (SHF) Taskforce.  Over time, additional programs such as EBT (commonly referred to as Food Stamps), Medicare / Medicaid, Social Security Disability, Welfare for Indigent Children, and others were incorporated, and the Team was reestablished as the South Florida Public Assistance Fraud (PAF) Taskforce.

The SHF / PAF Taskforces were joint efforts incorporating Public Assistance Program Administrators / Providers, Federal and Local Law Enforcement, and State and Local Prosecutors.  By working together, they were able to develop policies, application forms, and best practices to make the programs safer, target fraud, and identify those participants engaging in criminal activity and / or deserving of second chances.

While working with HUD-OIG, Mr. Savedow expanded his skills as an instructor.  He attended a variety of training related courses at the Federal Law Enforcement Training Center and other locations. He became a certified Law Enforcement Firearms Instructor with specializations in a number of related disciplines.  Scott Savedow also developed training and taught programs relating to Low Income Housing, Mortgages, Public Assistance, Government Administration and Oversight, and Police Tactics.
